BELGRADE.- Presidential elections in Serbia hung in the balance yesterday as a low turnout threatened to invalidate the results of Sunday's polls and two arch rivals in Montenegro appeared to be heading for a runoff.

Serbia's ruling Socialist Party (SPS) said early yesterday the turnout in the republic's presidential election was too low to provide a valid result and that a further vote would be needed, denying a victory claimed by the Radical Party (SRS).
